Position Paper: Where are we with the Global Health Strategy: Cuts, Consequences, and the Path Forward

We welcome the renewed attention to the Dutch Diamond: the collaboration between government, business, knowledge institutions and civil society as equal partners. Partners should collaborate around shared goals, with transparent and complementary roles, while strengthening local partnerships and connecting to international programmes.

The Dutch Global Health Strategy set an important ambition. Are we delivering on it? As funding cuts put health services and civil society networks under pressure worldwide, the Dutch Global Health Alliance (DGHA) takes stock of what has been achieved, what is now at risk, and the path forward. Having helped build the strategy, we remain convinced that it is the right framework, but it must now be assessed against a radically changed global reality.

We welcome renewed Dutch investment in development cooperation and global health, including the increased focus on sexual and reproductive health and rights in the 2027 budget. This must mark the beginning of a sustained effort to repair previous cuts and restore support to civil society. Our position paper calls for a full midterm review, a robust monitoring framework, stronger coordination across ministries, and sustained investment across the strategy’s full scope: global health governance, health systems strengthening, pandemic preparedness and response, and climate and health.
