The Dutch Global Health Alliance calls for political and financial support for the Global Health Strategy

Tomorrow is an important day for Dutch global health interests. On the 4th of April, parliamentarians will debate the Dutch Global Health Strategy. Published in October 2022, this strategy is the cornerstone of the Netherlands’ approach to global public health challenges. As an alliance of 20 civil society organizations working on health, we reiterate why it is essential that this strategy should be fully supported - financially and politically.

The world faces many health challenges that transcend borders: think of the climate crisis, pandemics and antimicrobial resistance. We must remember the turmoil that COVID-19 brought only four years ago. Back in 2020, the lack of a global approach to healthcare issues left the world vastly vulnerable to a health crisis that transcended borders. It became evident that global health inequities hamper our capacity to effectively prevent, identify and respond to such challenges. Global agreements and investments can be a game changer here, but they can only be effective if countries support the agreed efforts, both financially and diplomatically.

The Dutch Global Health Strategy represents a significant step towards recognizing and addressing these challenges. That being said, its effectiveness hinges on robust and coherent implementation. We therefore call upon the House of Representatives to bolster the execution of this strategy, ensuring that it moves from rhetoric to action, by taking into account our following recommendations.

First, urging the Ministry of Health, Welfare, and Sport to increase non-ODA (Official Development Assistance) contributions to the strategy is central. Strong health systems are essential for achieving economic development and social stability. By investing greater financial and substantive responsibilities to the Global Health Strategy, the Netherlands strengthens the basic conditions for economic development such as good health among the population. As the Netherlands earns a third of its income abroad, stability and economic growth in low- and middle-income countries is critical to Dutch interests.

Secondly, we emphasize the importance of developing a comprehensive implementation agenda with clear, measurable qualitative and quantitative indicators. This will enable rigorous monitoring and evaluation of progress, holding both the Dutch government and its partners accountable for their commitments. Requesting annual progress reports to the House of Representatives will ensure ongoing oversight and engagement in the implementation process.

Thirdly, access to essential and quality healthcare, including life-saving medications, is essential for a robust global health system and a fundamental human right. Yet, high drug prices and intellectual property barriers often impede this access, particularly in low-resource settings. To address this issue, we call for stringent conditions on government funding for pharmaceutical research, ensuring transparency and affordability.

Finally, we stress the importance of Universal Health Coverage as a cornerstone of strong health systems. While the strategy emphasizes public-private partnerships in healthcare, these should be used only if accompanied by robust regulations that safeguard equity and prioritize the achievement of Sustainable Development Goal 3 on health.

As the House of Representatives deliberates on the Dutch Global Health Strategy, we urge them to recognize the urgency of translating words into actions. By strengthening implementation efforts, advocating for fair access to medication, and promoting equitable health systems, the Netherlands can reaffirm its commitment to advancing global health for all. Now is the time for decisive leadership and unwavering support for a healthier, more resilient world.
